Spiced Apple Empanadas

- 1 teaspoon baking powder
- ½ teaspoon salt
- ½ cup vegetable oil
- ½ cup unsweetened applesauce
- 2 tablespoons apple cider vinegar
- 4 medium Granny Smith apples, peeled and diced
- ¼ cup granulated sugar
- 1 teaspoon ground nutmeg
- ½ teaspoon ground cloves
- Powdered sugar, for dusting
