Creamy Brill with Lemon Butter Sauce

- 1/2 cup all-purpose flour

- 2 garlic cloves, minced
- 1/2 cup chicken broth
- 1/4 cup heavy cream
- Juice and zest of 1 lemon
- 2 tablespoons chopped fresh parsley
