Creamy Grana Padano Herring Broccoli Cauliflower Soup

- 1 cup Grana Padano cheese, grated
- 6 oz herring fillets, skinless and boneless
- 1 medium head broccoli, florets only
- 1 small head cauliflower, florets only
- 1 onion, diced
- 2 cloves garlic, minced
- 4 cups vegetable broth
- 1 cup heavy cream
- 2 tablespoons olive oil
- Salt and pepper to taste
- Chives, chopped for garnish
