Crunchy Taco Queso Bake

- 1 packet taco seasoning
- 1 can Rotel tomatoes (undrained)
- 1 cup queso dip
- 3 cups Fritos corn chips
- 1 cup shredded cheddar cheese
- 8 oz Refried Beans
- 2/3 Cup Water
