Tomato-Spinach Whiting Bake

- 1 can crushed tomatoes (14 oz)

- 2 cups fresh spinach leaves

- 1 teaspoon dried basil
- 1 teaspoon dried oregano
- 1/2 teaspoon salt
- 1/4 teaspoon black pepper
- Parmesan cheese, grated (for topping)
