Mini Tres Leches Cupcakes

- 1 can sweetened condensed milk
- 1 can evaporated milk
- 1 cup heavy cream
- 1 tsp vanilla extractWhipped Cream Topping:
- 1 cup heavy cream
- 2 tbsp powdered sugar
- 1/2 tsp vanilla extract
- Cinnamon or sprinkles for garnish
